Our Campaign
Improving How Family Evidence Is Heard
Families can hold important information about changes in behaviour, deterioration in mental health and concerns about safety that may not always be visible during brief professional contact.
Carol’s Law campaigns for family evidence and concerns to be received, considered and handled more consistently and appropriately within mental-health services.
Families see what happens over time. Their concerns deserve to be heard.
Why Family Evidence Matters
Families may observe important changes over time that are not always visible during brief professional contact. Their information can help provide additional context about behaviour, deterioration, safety concerns and previous attempts to obtain help.
↻ Families See Changes Over Time
Families may notice patterns, deterioration or changes in behaviour that develop between appointments or professional contacts.
◉ Context Can Be Important
Family observations can provide additional context about incidents, behaviour, previous concerns and the circumstances surrounding a situation.
▤ Clear Information Helps Communication
Structured, factual information can help concerns be understood more clearly by the professionals and services receiving them.
What We’re Campaigning For
Carol’s Law campaigns for family concerns and relevant evidence to be received, considered and handled more consistently when families raise concerns about someone’s mental health or safety.
The aim is to support clearer communication, better recognition of relevant family information and more transparent handling of concerns, while respecting the professional responsibilities of health, social-care and other services.
01 - Family Concerns Are Heard
Families should have a clear route for raising genuine concerns and relevant information.

Relevant family observations and supporting information should be considered alongside other available information.
03 - Communication Is Clear
Families should receive clearer communication about how their concerns have been received and what appropriate next steps may be.
04 - Information Is Handled Responsibly
Family information should be handled carefully, proportionately and in accordance with appropriate safeguarding, confidentiality and information-sharing responsibilities.
